ADMINISTRATIVE COMMENTS:
In July 2023, the City Council approved the FY23-24 Community Development Block Grant (CDBG) Annual Action Plan (AAP) which included Public Infrastructure funding in the amount of $150,000 to Serve Lewisville supporting the second phase of pre-construction design costs and $345,799 to Multifamily Accessibility Program (MAP). In April 2024, City staff was evaluating our CDBG spending to ensure that the City meets the HUD Timeliness Test on August 2, 2024. The Timeliness Test is a test conducted by HUD to determine if a jurisdiction’s grant balance is no greater than one and one-half (1.5) times its annual grant remaining in the Line of Credit. The MAP has not opened yet as staff is still working through creating guidelines and the Serve Lewisville’s Phase 2 pre-construction design cost came out to be more than originally allocated. Staff determined the best way to make sure we meet the Timeliness Test would be reallocate a portion of MAP funding to Serve Lewisville’s Phase 2 Design. The second phase of the nonprofit center will allow Serve Lewisville to expand its current space by adding a Predominantly Women, Infants, and Children (PWIC) grocery store, a nonprofit health and/or dental clinic, and additional work and training spaces for co-locating social service providers.
RECOMMENDATION:
That the City Council approve the resolution as set forth in the caption above.
