ADMINISTRATIVE COMMENTS:

In July 2023, the City Council approved a Professional Services Agreement (PSA) with Freese and Nichols, Inc. for design services for a median and right-of-way landscape improvements and a 12’ hike and bike trail along the northside of Hebron Parkway. Freese and Nichols must perform additional analysis, coordination and field work beyond the scope of the executed PSA to address Corridor Development Certificate (CDC) requirements. The additional services to be rendered include developing a revised CDC, completing hydraulic modeling, evaluating water surface elevation and velocity changes, and coordinating meetings with the US Army Corps of Engineers. These additional services and Oncor-directed modifications will extend the design period eight months to November 2024. Funding is available in the Hebron Parkway Streetscaping and Hike and Bike Trail Projects.

RECOMMENDATION:

That the City Council approve the agreement and authorize the City Manager, or her designee, to execute the agreement as set forth in the caption above.
