ADMINISTRATIVE COMMENTS:
The Midway Branch Lift Station will be a new 13 Million-gallon per Day (MGD) lift station. In the 2011 and 2018 Collection System Master Plans studied the conveyance of wastewater flows generated in Lewisville and determined that an additional lift station would be needed to provide service to address the continued growth in the eastern area of the city. The analyses indicated that the location of this lift station was best suited to be in the Midway Branch sewer basin. A total of eighty-three (83) bid invitations were downloaded from Bonfire. A total of five (5) bids were received and opened on January 13, 2025. An evaluation was performed, and it was determined that the lowest bidder did not meet the required criteria and was deemed nonresponsive. As a result, Public Services staff chose to move forward with the second-lowest bidder. After verifying acceptable references, Red River Construction’s bid of $15,050,255 was identified as the lowest, responsive, responsible bid. Additional contingency of $752,513 (5%) is included, for a total amount of $15,802,768. Funding is available in the Midway Branch Lift Station and Force-Main capital project.
RECOMMENDATION:
That the City Council approve the award and authorize the City Manager, or her designee, to execute the agreement as set forth in the caption above.
