ADMINISTRATIVE COMMENTS:
Each year, the Texas Department of Transportation (TxDOT) issues a Notice of Funding Opportunity for the federally funded Highway Safety Improvement Program (HSIP). Managed by TxDOT, the HSIP is designed to significantly reduce traffic fatalities and serious injuries on all public roads by funding and implementing traffic safety improvements across the state. In response to the 2025 HSIP call, the City of Lewisville submitted and was awarded funding for a traffic signal and other related improvements at FM 544 and the Killian Middle School Driveway by the TxDOT Dallas District. This on-system project includes the installation of a traffic signal and other safety enhancements at the intersection of FM 544 and Killian Middle School Driveway. The approved project has an estimated construction cost of $571,972, fully funded and managed by TxDOT. The City will be responsible for and will oversee the design phase and has negotiated a $59,000 professional services agreement with Kimley-Horn and Associates for design services. Funding is available in the Traffic Signal Improvements capital project.

RECOMMENDATION:
That the City Council approve the agreement and authorize the City Manager, or her designee, to execute the agreement as set forth in the caption above.
