Consideration of the Preliminary Budget for FY 2026-27 as Submitted by the City Manager, Including Discussion on the Property Tax Rate, Water and Sewer Rates, and Stormwater Rate Study.

ADMINISTRATIVE COMMENTS:
Staff will provide a presentation that includes the following: Submission of the Preliminary Budget Document; Discussion of the Budget Process and an Overview of Guidelines; Discussion and Overview of Funds; Discussion of Base Budget by Big Move and Strategic Move; Discussion of Tax Rate Information and Recommendation for Unfunded Items; Discussion of Water and Sewer Rate Information and Recommendation for Unfunded Items; and Discussion of Update on Stormwater Rate Study. Texas Government Code Section 551.043(c), which took effect September 1, 2025, requires, among other things, that the public notice of a meeting at which a governmental body will discuss or adopt a budget must include a taxpayer impact statement showing, for the median-valued homestead property, a comparison of the property tax bill pertaining to the property for the current fiscal year to an estimate of the property tax bill for the same property for the upcoming fiscal year if the proposed budget is adopted, and a balanced budget funded at the no-new-revenue tax rate. For the Lewisville median home value of $400,000, the City portion of the property tax bill in the current fiscal year is $1,676.04. The same property would owe $1,745.52 if the FY 2027 proposed budget is adopted or $1,702.38 if the budget was funded at the no-new-revenue rate.
RECOMMENDATION:
That the City Council approve, for discussion at the upcoming public hearing, the City Manager's Preliminary Budget, as presented and amended, which includes consideration of the proposed tax rate and an increase in water and sewer rates.
