ADMINISTRATIVE COMMENTS:
The Prairie Creek Wastewater Treatment Plant, originally built in the 1950s, is approaching 90% of its permitted treatment capacity. Under Texas Commission on Environmental Quality (TCEQ) regulations, the City must be under construction to expand the facility once this threshold is reached. This project ensures continued regulatory compliance and supports projected wastewater flow demands and is consistent with the Prairie Creek Wastewater Plant Master Plan completed in October 2020. Final design was completed in October 2025. A total of one-hundred sixty-five (165) competitive sealed proposals were downloaded from Bonfire. One (1) proposal was received and opened on December 16, 2025. Based on the evaluation matrix, Crescent Constructors, Inc. is recommended for award as the best value to the City. Funding is available in the Prairie Creek WWTP Aeration Basin Expansion Capital Project.
RECOMMENDATION:
That the City Council approve the award and authorize the City Manager, or her designee, to execute the agreement as set forth in the caption above.
