Approval of a Resolution of the City Council of the City of Lewisville, Texas, Authorizing an Agreement to Disburse Grant Funding to Denton County Friends of the Family Inc., a Budgeted Subrecipient Receiving Portions of the City of Lewisville’s U.S. Department of Housing and Urban Development Community Development Block Grant Funding for FY 2024-2025 and FY 2025-2026, for Construction Expenses Supporting the Development of the First Phase of the Family Justice Center facility; Authorizing the City Manager, or Her Designee, to Execute Said Agreement; and Providing an Effective Date.

ADMINISTRATIVE COMMENTS:
On August 4, 2025, the City Council approved amendments to 2024-2025 Annual Action Plan to reallocate Community Development Block Grant (CDBG) funds that had originally been allocated to the Multifamily Accessibility Program. City Staff had released a Notice of Funding Availability (NOFA) for public infrastructure projects to utilize FY 2023-2024, 2024-2025, and 2025-2026 CDBG public infrastructure funding, through which Denton County Friends of the Family Inc. was selected as a subrecipient of reallocated FY 2024-2025 and newly allocated FY 2025-2026 CDBG funding, totaling $500,000. CDBG public infrastructure funds will be utilized for the construction related costs required to develop the first phase of the Family Justice Center, designed to provide comprehensive, trauma-informed services to survivors and their families in one centralized location.
RECOMMENDATION:
That the City Council approve the resolution as set forth in the caption above.
