ADMINISTRATIVE COMMENTS:

 

This project is funded through the 2024 Proposition B bond program, which authorized $9.9 million for improvements to the facility, including $200,000 designated for public art.  On January 17, 2026, the City issued a Request for Qualifications (RFQ) for the Animal Services Center Expansion.  A total of seventy (70) invitations were downloaded from Bonfire.  Eleven (11) respondents submitted qualifications with Steele and Freeman, Inc. being selected as the top scorer and is therefore recommended for award for preconstruction services and Guaranteed Maximum Price (GMP) determination. The GMP Amendment was prepared by Steele and Freeman, Inc. from subcontractor bid participation (also publicly solicited). Funding is available in the Animal Services Expansion Project.

 

RECOMMENDATION:

 

That the City Council approve the agreement and the amendment and authorize the City Manager, or her designee, to execute the agreement and the amendment as set forth in the caption above.
