ADMINISTRATIVE COMMENTS:

In response to safety concerns about high speeds and traffic backups at the Killian Middle School driveway on FM 544, City staff conducted a traffic warrant study and determined that the intersection meets the warrants for installation of a traffic signal. The project is being coordinated with the Texas Department of Transportation (TxDOT) through the Highway Safety Improvement Program (HSIP). The City is responsible for engineering services, while TxDOT is responsible for construction. Kimley-Horn, on behalf of the City, submitted the final signed and sealed design package to TxDOT on August 28, 2026. TxDOT has identified April 2027 as the scheduled construction letting and requested full execution of the Advance Funding Agreement (AFA) in December 2026. The proposed resolution authorizes the City Manager or her designee to prepare, for subsequent approval, the final AFA. The final agreement will return to the City Council for consideration and approval.

RECOMMENDATION:

That the City Council approve the resolution as set forth in the caption above.
