ADMINISTRATIVE COMMENTS:

In April 2026, the Parks and Recreation Department was awarded a Texas Department of Transportation (TxDOT) Green Ribbon Grant for construction of landscape improvements at the intersections of IH 35E and Main Street and IH 35E and Fox Avenue. As a requirement of the grant, the City must enter into an Advance Funding Agreement (AFA) with TxDOT to provide for the distribution of grant funds and establish the City’s commitment to comply with TxDOT requirements governing the use of those funds. Prior to finalizing the AFA, TxDOT requires the City Council to approve a resolution authorizing the City to proceed with the agreement. Following Council approval, the resolution will be provided to TxDOT for incorporation into the AFA. The AFA will then undergo final TxDOT review and will subsequently be presented to the City Council for approval and authorization of execution. City staff anticipate this will occur in November 2026. The total funding provided by the Green Ribbon Grant and referenced in the AFA is $1,200,000.  The City is responsible for funding the design of the project and any construction overruns.  Funding is available in the PARD CIP Project - Main Street and Fox Avenue Green Ribbon 2026.
