ADMINISTRATIVE COMMENTS:
The Avalon Addition was rezoned from Local Commercial (LC) District to Medical (MD) District in April 2016 (Ord. 4256-04-2016 (Z)) to accommodate a senior assisted living facility across the three lots. The senior assisted living facility was constructed on the middle-platted lot, while a day care center, which is allowed by right in MD, was constructed on the western lot. Three Willows Land Development, LLC, the property owner, has identified a potential tenant that would like to construct and operate a veterinary clinic on the eastern lot. A veterinary clinic is not a permitted use in the MD District. The applicant would like to rezone the eastern lot back to the LC District for the tenant to operate the veterinary clinic by-right. The Planning and Zoning Commission recommended unanimous approval (6-0) on September 1, 2026.
RECOMMENDATION:
That the City Council approve the ordinance as set forth in the caption above.
