ADMINISTRATIVE COMMENTS:

In 2025, the City Council approved a construction contract with Wilson Contractor Services, LLC for the Midway Branch Force Main Project. The project includes the installation of approximately 23,000 linear feet of 30-inch force main that will connect to the new lift station, extend along Corporate Drive, and discharge to the Prairie Creek Wastewater Treatment Plant.  To ensure construction quality and compliance with design specifications, material testing services are required during construction, including soil, concrete, and High-Density Polyethylene (HDPE) pipe testing. Following a Request for Qualifications (RFQ) process conducted in August 2025, Kleinfelder was selected as a qualified firm to provide these services. Based on Kleinfelder’s qualifications, prior experience with the City, and demonstrated performance, staff recommends their selection to provide material testing services for the Midway Branch Force Main Project.  Funding is available in the Midway Branch Lift Station and Force Main Capital Improvements Project.

RECOMMENDATION:

That the City Council approve the agreement and authorize the City Manager, or her designee, to execute the agreement as set forth in the caption above.
