ADMINISTRATIVE COMMENTS:

 

The Valley Ridge Boulevard Extension project, completed in late 2017, required the opening of a new DCTA railroad crossing on Valley Ridge Boulevard. To grant the new railroad crossing, railroad regulations necessitated the closure of two existing crossings. Because of the proximity of Valley Ridge and North Cowan Avenue, a one-to-one exchange was negotiated and the DCTA railroad crossing at North Cowan Avenue was closed and a cul-de-sac was constructed. North Cowan Avenue no longer connects to Mill Street from the north. The City Thoroughfare Plan needs to be updated to reflect this change. However, the functional classification of North Cowan Avenue as a Collector 2-Lane Undivided (C2U- 60’ ROW) roadway is recommended to remain the same because the street provides access to large trucks and school busses. The Transportation Board at their August 7, 2018 meeting, voted to approve the recommendation to the City Council with a vote of 6-0.

 

RECOMMENDATION:

 

That the City Council approve the amendment to the Thoroughfare Plan as set forth in the caption above.
